City Council Meetings – Week of 4/14/2024

Council Committee Chairs will meet in person (Room 204) and virtually (Zoom link) on Tuesday, April 16 at 6:30PM. The agenda includes the following:

  • Committee report structure
  • Review of school and municipal building visits to date and suggestions for future visits/information gathering
  • Discussion and evaluation of new format for hosting virtual meetings
  • Review and discussion of best practices for running meetings, including how and when to have a public comment when it is and is not required
  • Review and discussion concerning Council communications
  • Other topics that may be raised by Councilors

City Council will meet in person (Council Chamber) and virtually (Zoom link) on Tuesday, April 16 at 7:45PM. Live broadcast on NewTV’s government channel (Comcast 9, RCN 13, 614(HD), Verizon 33) and on NewTV’s YouTube channel. See Reports Docket and New Docket.

Public Safety and Transportation will meet virtually (Zoom link) on Wednesday, April 17 at 7PM. The agenda includes the following requests:

  • Amend Chapter 26-19 of Newton Ordinances to allow play and other community activities on minor streets, as is the practice currently
  • Discussion and review of parking policy related to on-street parking and parking in municipal lots, including possible action on related ordinances and permit programs

Public Facilities will meet in person (Room 204) and virtually (Zoom link) on Wednesday, April 17 at 7PM. The agenda includes the following requests:

  • Appropriate and expend a total of $1,000,000 from June 30, 2023, Certified Free Cash as part of the Vehicle Replacement Plan for the purpose of replacing one 2008 and two 2007 6-wheel dump trucks with two 6-wheel dump trucks and one 10-wheel swap loader truck for the Streets Division operations.
  • Appropriate and expend a total of $615,0000: $315,000 from the Water Fund Surplus and $300,000 from the Sewer Fund Surplus for the purchase of a hydro vacuum excavator trailer to enhance digging safety measures.
  • Appropriate and expend a total of $500,000 from the Water Fund Surplus — Available for Appropriation Account to Water Hydrant Inspections, Engineering Services to fund a water hydrant flushing program to ensure proper water circulation and water quality within the water main system.
  • Accept and expend the State’s Revolving Fund Grant of $150,000 to update the Stormwater Asset Management Plan, and to appropriate and expend the sum $75,000 from the Stormwater Management Operating Reserve – 2024 Budget to provide the City share of matching funds for this program. The grant also includes a $25,000 additional match of in-kind services from city- staff.

The Public Facilities Committee will begin its review and discuss the following departmental budgets.

  • Department of Public Works

  • Submittal of the FY2025 to FY 2029 Capital Improvement Plan
  • Submittal of the FY2025-FY2029 Supplemental Capital Improvement
  • Submittal of the FY25 Municipal/School Operating

Programs and Services will meet in person (Room 211) and virtually (Zoom link) on Thursday, April 18 at 7PM. The agenda includes the following:

  • Request to transfer $100,000 from the Main Library, Full Time Salaries to a Library Project Account for the purpose of replacing aging computers and technology at the Newton Free Library.

The Committee will begin its review and discuss the following departmental budgets.

  • City Clerk
  • Information Technology
  • Historic Newton
  • Library
  • Parks, Recreation and Culture
