Zoning & Planning Committee Report – June 9, 2025

The Zoning & Planning Committee voted to hold the following (see report and watch the meeting video):

  • Addition of a maximum residential facade build-out ratio to Chapter 30, Zoning (6–0–1, Councilor Oliver abstaining). The proposed 60% facade ratio aims to reduce the massing of new construction and better align it with neighborhood character. Councilors discussed potential exemptions for certain lot types and construction scenarios. The item will be renoticed and reheard in the fall.
  • Discussion and possible amendments to enhance the preservation of existing homes and buildings (6–0–1, Councilor Oliver abstaining). Considered concurrently with the facade ratio item; councilors debated the complexity of applying different standards to new versus existing construction.
  • Amendments to setbacks in the MR zones to encourage preservation of existing buildings (6–0–1, Councilor Oliver abstaining). Councilors discussed balancing new housing options with maintaining existing structures; further analysis will continue.
  • Request to amend definition of Two-Family Detached (6–0–1, Councilor Oliver abstaining). Planning explained the current definition does not include garage space, so that “means living space must be adjacent against the entire height of the shared wall separating the units.” This has had an unintended consequence of pushing the driveways to the outer edges of the building and requiring two curb cuts. Planning is requesting a definition that allows more design flexibility, which could decrease impervious surfaces on the property. The committee wants to wait until the facade ratio item is decided.
