What’s Up in Newton this week – 4/16/2023

City Council

Full City Council to meet on Tuesday at 7:45PM. The Council is expected to vote on the following (see Reports Docket):

  • Request to amend a previously approved special permit to construct dormers further increasing the nonconforming FAR at 12 Lake Terrace
  • Request to construct additions to the front and rear of the dwelling further extending the nonconforming FAR at 6 Ferncroft Road
  • Request to raise the ridgeline and increase the roof pitch and construct two-story additions to both sides of the dwelling at 49 Lenox Street
  • Request to amend a previously approved special permit to allow a series of previously constructed retaining walls at 44 Ballard Street
  • Request for authorization to submit FY2024 Annual Action Plan
  • Appointment of James Cote to the Licensing Board
  • Appointment of Harry Meade to the Biosafety Committee
  • Appointment of Bill Dain to the Human Rights Commission

  • Request to transfer $150,000 from Law Department Full Time Salaries

  • Reappointment of Gary C. du Moulin to the Biosafety Committee
  • Appointment of David R. Gane to the Design Review Committee
  • Request to Appropriate $1.15 million for Franklin Elementary School
  • Reappointment of Carl F. Valente to the Financial Audit Advisory Committee
  • No Action Necessary on a Request to Appropriate $60,826.31 for McKinney-Vento Homeless Student Transportation

  • Request to allow a free-standing sign at 1010 Chestnut Street
  • Request for discussion on EV battery fires with the Fire Chief
  • 5-58 for the Gath Pool Project at 256 Albemarle Road (Public Hearing scheduled for May 11)
  • Request for a grant of location to install and maintain a gas main in Parker Avenue (Public Hearing scheduled for April 19)
  • Approval for roadway infrastructure improvements for Elliot Street Traffic Calming Project
  • Reappointment of Robert Hnasko to the Design Review Committee
  • Submittal of Annual Comprehensive Financial Report and external audit reports for the fiscal year ending June 30, 2022, for City Council review/acceptance
  • Proposed Water, Sewer, and Stormwater Rates (Public Hearing scheduled for May 15)
  • Submittal of the FY 2024 to FY 2028 Capital Improvement Plan
  • Review/Acceptance of the FY 2024 – FY 2028 5-year Financial Forecast
  • Request to increase the retiree COLA base
  • Requesting authorization to execute a contract for investment management services for the John C. Chaffin fund with an initial contract term of five years and the option to renew for additional three-year terms
  • Acceptance of equipment through the MassDOT Safe Routes to School program
  • Request approval to enter into a five-year contract with a Parking Enforcement Services Vendor

Programs and Services will meet on Wednesday and discuss the following:

  • Request to approve the recommendation of the Election Commission to approve the date of Tuesday, September 12, 2023 as the date for the 2023 Preliminary Election, if needed
  • Public Comment on the request for a discussion and possible amendment to Section 12-72 “Sustainable Containers, Packaging, and Single-Use Ordinance” to further reduce the amount of single-use plastic in Newton
  • Request for a home rule petition so that the City can create an ordinance to prohibit the purchase or application of anti-coagulant rodenticides in Newton.
  • Tree Preservation Ordinance Amendments

Public Facilities will meet on Wednesday and discuss the following:

  • Request for a grant of location to install and maintain a gas main in Parker Avenue
  • Update on the Transportation Network Improvement Plan from the Department of Public Works Department
  • Request for Approval of roadway infrastructure improvements for the Ablemarle Traffic Calming Project
  • Reappointment of Robert Hnasko to the Design Review Committee

Public Safety and Transportation will not meet this week (see Meeting Cancellation Notice).

This is spring vacation week, and there are no School Department meetings this week.

Newton Fair Housing Lottery Result and Lease Up Sub-Committee will meet on Tuesday: City’s role in the lottery process, data to document the lottery process and outcome, and upcoming work plan and priorities

Newton Free Library Board of Trustees Development Committee will meet on Tuesday: Spring Fling, audit, plaques

Newton Upper Falls Historic District Commission will meet on Tuesday:

  • Working Session on house renovation and addition with an attached garage at 14 Summer Street. See Application.
  • Second-story rear addition and demolition of a shed at 1036-1038 Chestnut Street. See Application.
