City Council Meetings – Week of 6/26

Zoning and Planning: The Zoning and Planning Committee will meet both in person (Room 207 and 204) and virtually on Zoom on Monday, June 27th, at 7:00 p.m.. Go here to join the Zoom meeting.

The agenda includes the following:

  • Request to accept the recommendation from the Community Preservation Committee to appropriate a total of $3,000,000 from Community Preservation Act funding – $2,373,470.71 from FY22 Unrestricted Funds and $626.529.29 from Prior Year Undesignated Funds to the Planning and Development Department for a grant to the project team of Metro West Community Development and Civico Development for the development and construction of 43 units of 100% affordable housing at the former West Newton Armor site.   • Request to appropriate $890,000 of the City’s Inclusionary Housing Funds to Metro West Collaborative Development/Civico Development to support the redevelopment of the West Newton Armory into 43 units of permanently affordable housing. See Planning Memo
  • Request for a review, discussion, and possible ordinance amendments relative to Chapter 30 zoning ordinances pertaining to mixed-use, business districts, and village districts relative to the draft Zoning Ordinance. Finance: The Finance Committee will meet virtually on Monday, June 27th at 7:00 p.m.

Please note: The Committee will first join the Zoning and Planning Committee (go here for the ZAP Zoom link) at 7:00 p.m. to discuss the following two items:

The rest of the agenda includes the following:

  • Request to accept the recommendation of the Community Preservation Committee to appropriate $133,002 in Community Preservation Act funding – Unrestricted Prior Year Funds – to the control of the Planning and Development Department for the completion of the 100% design of the Commonwealth Avenue Carriageway Redesign project in Auburndale.
  • Request to accept the recommendation from the Community Preservation Committee to reallocate the $475,876.14 in CPA funds remaining in the Covid-19 Emergency Housing Assistance Project Account to the CPA Program’s Unrestricted Prior Year Funding Account for use in another CPA-eligible project in the future.
  • Request to increase the salary of the City Clerk/Clerk of the City Council to $131,313 effective July 1, 2022 to match the percentage increase included in the FY2023 budget for H-grade employees.
  • Request to appropriate and expend $49,300,000 and authorize a general obligation borrowing of an equal amount for the renovation/addition to 150 Jackson Road, the new home of the Lincoln Eliot Elementary School, and to apply any premium received upon the sale of the bonds or notes, less the cost of preparing, issuing, and marketing them, and any accrued interest received upon the delivery of the bonds or notes to the costs of the project, and to reduce the amount authorized to be borrowed for the project by like amount.

Chair’s Note: The Committee will review the June 30, 2021 Independent Financial Audit Report with Matt Hunt of Clifton, Larson, Allen, LLC, the City’s independent auditor. Please see Management Letter, Single Audit Reports, and the Annual Comprehensive Financial Report for the Fiscal Year ended June 30, 2021 for the following item:

  • Comptroller transmitting the Annual Comprehensive Financial Report and external audit reports for fiscal year ending June 30, 2021, for City Council review/acceptance.
  • Request for a review and potential amendment to the Tiger Parking Permit Program (Sec. TPR-204. Newton North High School Tiger Parking Permits) including a review of the number of permits issued, the lottery process for permits, and locations included in the Tiger Parking Permit Program and potential amendment to the fees.
  • Request for discussion of possible amendments to strengthen the ordinances relating to leaf blower activity, including adjustment of fines to $300 after a warning, (and consolidation of leaf blower violation fines into one section).
  • Reappointment of Edward Gourdeau, Jr. as a Constable
  • Reappointment of Councilor Humphrey to the Emerson Community Center Trust

Land Use: The Land Use Committee will meet both in person (Council Chamber) and virtually on Zoom on Tuesday, June 28th at 7:00 p.m. Go here for the Zoom meeting.

The agenda includes the following:

  • Request for a Special Permit/Site Plan Approval to extend a nonconforming two‐family use by converting a detached garage into a detached accessory apartment and to construct a retaining wall exceeding 4’ within a setback at 117 Cypress Street – See Special Permit documents and see Planning Memo
  • Request to Rezone 7 parcels: 34 Crafts Street, 36 Crafts Street, 38 Crafts Street, 48 Crafts Street, and 50 Crafts Street from Manufacturing to Business 4 and 19 Court Street and 21 Court Street from Multiresidence 1 to Business 4. – See below.
  • Request for a Special Permit/Site Plan Approval to allow an Elder Housing with Services facility, to allow development in excess of 20,000 sq. ft., to allow a seven‐story building, to allow a building 84 feet in height, to allow parking within the side setback, to reduce the required parking stall width, to reduce the required parking stall depth, to reduce the required parking stall depth for accessible stalls, to allow a reduced drive aisle width for two‐way traffic and to waive the lighting requirements at 34, 36, 38, 48, 50 Crafts Street, 19‐21 Court Street. – See Special Permit documents and See Planning Memo

Financial Audit Advisory Committee: The Financial Audit Advisory Committee will meet virtually on Wednesday, June 28th at 8:00 a.m. Go here to join the Zoom meeting.
