Finance Committee – 10/20/2025

The Finance Committee approved the following (see the report and watch the meeting video):

  • Salary for the City Clerk/Clerk of the Council (7–1, Councilor Gentile voting no) The Committee set the new clerk’s salary at $146,479 on appointment, rising to $150,906 on 1/1/2026, after confirming there is capacity within the FY26 clerk’s salary line because of vacancies and the limited weeks to be paid at the higher rate. Members noted this is above the previously advertised range, but accepted the CFO’s explanation that the line item can absorb it this year. The Chair stressed his concern about committing a future increase so soon after appointment and about exceeding the advertised range, but affirmed he was not trying to block payment to the new clerk. “A councilor asked whether salaries in the office will be looked at, given the department struggles with retention. Human Resources Director Michelle Pizzi O’Brien explained that the City had updated all union job descriptions and salaries last year. It is now looking at its non-union job descriptions and salaries in the Clerk’s office through a classification and compensation study by the Collins Center. She added that the City will have all positions in the City Clerk’s office reviewed by the end of the year.”

Present: Councilors Gentile (Chair), Malakie, Greenberg, Bixby, Humphrey, Lipof, Micley, and Grossman
City staff present: Comptroller Steve Curley, City Solicitor Ali Giuliani, Chief Financial Officer Maureen Lemieux, Human Resources Director Michelle Pizzi O’Brien
