City Council Meetings – Week of 9/7/2025

Finance will meet virtually (Zoom link) on Monday, September 8 at 7PM. The agenda includes the following:

  • Acceptance of a $23,400 grant from the Executive Office of Public Safety & Security for Emergency Dispatch for covering the cost of expert case review and reporting of Emergency Medical Dispatch calls.
  • Acceptance of a grant of sixteen Rectangular Rapid Flashing Beacon assemblies from the Vulnerable Road User Assessment Program of the Massachusetts Department of Transportation.
  • Acceptance of a $378,505.60 grant from the Boston Metropolitan Organization from the Boston Metropolitan Organization’s Federal Fiscal Year (FFY) 2026 Community Connections Program to purchase bicycle racks, bike shelters, and the installation of Rectangular Rapid Flashing Beacons.
  • Acceptance of a $249,295 grant for Newton Bluebikes from MassDOT Shared Streets and Spaces program for the installation of four new stations, piloting winter operations, and optimizing locations by relocating underperforming stations to higher priority locations.
  • Request authorization to enter into a contract for the Greater Boston bike-share system for a term of five (5) years and an option to renew for two additional two-year terms.

Zoning and Planning will meet in person (Room 204) and virtually (Zoom link) on Monday, September 8 at 7PM. The agenda includes the following:

  • Appointment of Ruth Goldman to the Community Preservation Committee
  • Request for addition of maximum residential facade build out ratio to Chapter 30, Zoning to aid in new development being contextual to the surrounding neighborhood. (Chair’s Note: The Chair intends to ask the Committee to set a public hearing on October 14, 2025 for this item.)
  • Request for a discussion and possible amendments to Chapter 30 Zoning or other City Ordinances to enhance the preservation of existing homes over their replacement by larger and more expensive structures.
  • Request for a discussion with the Planning Department to consider ordinance amendments that would revise the metrics in the multi-residence (MR1, MR2 and MR3) zones, to regulate the size of new buildings better, enable a wider range of housing options close to public transit, and better incentivize preservation and renovation of existing housing stock.
  • Request for a discussion and possible zoning ordinance changes to align zoning to the proposed use for by-right or special permit projects for new build or major renovations.
  • Request for a review, discussion, and possible changes to the manufacturing (MAN) zone immediately adjacent to the Nonantum village center area.
  • Reappointments:
    • Martin Smargiassi to the Community Preservation Commission
    • Elizabeth Sweet to the Zoning Board of Appeals

Land Use will meet in person (Council Chamber) and virtually (Zoom link) on Tuesday, September 9 at 7PM. The agenda includes the following:

  • Requests for Class 2 Auto License:
    • Atlantic Car Connect LLC, 275 Grove Street
    • Prestige Auto Imports, Inc., 78 Truman Road
  • Request for a Special Permit/Site Plan Approval to change from a nonconforming warehouse use to a multi-family dwelling, to increase height, to reconfigure the interior to accommodate six residential dwelling units and to allow for a freestanding sign near the main driveway entrance at 44 Oak Street. See Special Permit documents and Planning Memo.

Chair’s Note: The following items will be a joint meeting with the Planning & Development Board. The language of the first item was updated from 2 parcels to 3 parcels due to a scrivener’s error.

  • Request to rezone 3 parcels as follows: Dudley Road parcel (Single Residence 1) and Brandeis Road Parcel (Single Residence 2), Section 81 Block 51 Lot 3A, Section 81 Block 81 Lot 03, Section 81, Block 51, Lot 0050R to Multi Residence 1 at 85 Dudley Road. See Rezoning Documents.
  • Request for a Special Permit/Site Plan Approval to construct 71 single-family attached dwellings in 26 buildings and maintain the existing single-family dwelling for a total of 71 units in 27 buildings at 85 Dudley Road. See Special Permit documents and Planning Memo.

Programs and Services will meet in person (Room 204) and virtually (Zoom link) on Thursday, September 11 at 5PM. The agenda includes the following:

  • Public Meeting with City Clerk/Clerk of the Council candidates

Chair’s Note: The Committee will take a break from approximately 6PM-7PM for councilors to attend the Newton 9/11 memorial service; the meeting will resume after the conclusion of the service at approximately 7PM.

Traffic Council will meet virtually (Zoom link) on Thursday, September 11 at 7PM. The agenda includes the following requests:

  • Change the parking regulations on Howley Avenue to ensure access for emergency, trash and recycling vehicles.
  • Change the parking regulations on Albert Road and Roberta Road, potentially to include resident-only parking.
  • Change the parking regulation on the east side of Beaumont Avenue between Prospect Park and Hull Street to “No Parking Any Time” to ensure access for buses, trash, recycling and emergency vehicles.
  • Restrict parking along either one side or both sides of the block of Islington Road between Commonwealth Avenue and Ryder Terrace.
  • Addition of stop signs on Cobb Place where it intersects with Dwhinda Road, to clarify right-of-way. Note that this docket item requests stop signs only on the Cobb Place approaches, not an all-way stop.
  • Slight change to the location of the accessible parking space on Homer Street in front of the library due to recent reconstruction.
  • Addition of a stop sign at the end of Radcliff Road where it intersects with Tamworth Road, to clarify right-of-way. Note that this docket item requests a stop sign only at the end of Radcliff Road, not an all-way stop.
  • Trial followed by potential updates to the TPR including small changes to parking regulations, which may result from various roadway projects across the City including the following:
    • Traffic calming on Elliot Street between Linden Street and Wetherell Street
    • Traffic calming at various points along Webster Street and Lexington Street
    • Raised intersection at Waverley Avenue/Franklin Street
    • Raised intersection at Brookline Street/Spaulding Lane/Hartman Road
    • Bump out at the Commonwealth Avenue/Fuller Street/Day Street intersection
    • Repaving work in the Beacon Street/Langley Road/Sumner Street/Chase Street area, and
    • DCR project at the Hammond Pond Parkway/Beacon Street/Hobart Road intersection.
