Rules Subcommittee Report – April 10, 2025

The Rules Subcommittee approved:

  • A clarification to require presentations be submitted at least 48 hours before meetings (4-0) along with other supporting materials.

The Rules Subcommittee discussed:

  • Reviewed a draft Code of Conduct to be distributed and signed at the beginning of each term. Topics included collegial behavior, harassment policy, and staff interactions. The Committee needs to determine if the Council or the Council President is responsible for enforcement. The Council is not covered under the City staff harassment policy.
  • Discussed rebalancing committee workloads, including possibly assigning environmental issues to Public Safety & Transportation. “The Chair stated that they are not making significant changes to the workload rebalance yet, aside from ensuring that auto licensing topics that do not pertain to dealerships are assigned to Public Safety & Transportation.”
  • Changes to the budget review process for FY27, including earlier Council involvement and shorter, time-limited department presentations.
