Rules Subcommittee Report – November 21, 2024

The Rules Subcommittee discussed the following (see the report, the meeting video was unavailable):

  • Items Referred to Public Safety & Transportation Committee: The committee discussed the idea of moving road design responsibilities from the Public Facilities Committee to the Public Safety & Transportation Committee. It was noted that this change might not be practical due to the necessary close coordination with the Public Works Department. There was opposition to moving the entire Public Works Department oversight to PS&T. However, a proposal was made to establish a threshold for projects that would necessitate joint consideration by both the Public Facilities and Public Safety & Transportation Committees. The Chair committed to discussing potential exemptions with the Public Works Department.
  • Auto Dealer Licenses and Permits for Towed Vehicle Storage: A motion was passed to transfer the oversight of auto dealer licenses and permits for the storage of towed vehicles from the Land Use Committee to the Public Safety & Transportation Committee. This change aims to consolidate similar permits under one committee, aligning them with existing taxi, bus, and public auto licensing responsibilities and reduce the work of the Land Use Committee.
  • Threshold for Automatic Joint Referral to Finance and Substantive Committee: The committee decided against changing the existing threshold that triggers joint referrals to the Finance Committee and a substantive committee. Both the current and former chairs of the Finance Committee recommended maintaining the status quo to ensure the Finance Committee can focus on the City’s financial matters while the substantive committees handle departmental details.
