The presentation will focus on:
- How to increase the city budget without increasing tax rates?
- What role can local development, including increasing the housing supply, play in increasing the tax base and school funding?
- What are the practical implications and research on the potential for new development, particularly an expanded housing supply, to bolster the tax base and, consequently, school funding?
Presenters:
Elise Rapoza, MassINC senior research associate, has studied the fiscal impact of housing in Massachusetts and is author of “New Housing Production in Massachusetts: Fiscal Dynamics and Community Implications.”
Luc Shuster is executive director of Boston Indicators, which provides data-driven insights to support policymakers, community leaders, and advocates in their efforts to make Greater Boston a more thriving, equitable, and inclusive region.
