Programs & Services voted to approve the following (see Report and watch NewTV video):

  • Reappointment of Matthew Volpi to the Commission on Disability: (6-0)
  • Reappointment of Sandra Lingley to the Commission on Disability: (6-0)

Programs & Services voted to hold the following:

  • Home Rule Petition regarding moving Newton’s municipal elections to even years: Discussion on potentially aligning municipal elections with federal and state elections to increase voter turnout and reduce costs. Concerns were raised about the impact on local election visibility and candidate participation. Further research was requested into similar measures in other communities. (Held 6-0)
  • Update on leaf-blower landscaper registration and enforcement ordinance: Landscaper Companies are required to register with the City to use leaf-blowers. A list of registered Landscapers is available at https://www.newtonma.gov/government/inspectional-services/leaf-blower-information. Homeowners are responsible for the noise ordinance fine if they are using an unregistered company. A part-time enforcement officer has been hired. The City stated it is important to leave a voicemail for the enforcement officer to provide intel for future patrols. Councilors proposed looking into a ban on gas leaf blowers. (Held 6-0)
