What’s Up in Newton – Week of 11/5/2023

Municipal election for City Council and School Committee will be held on Tuesday.

Municipal offices will be closed on Friday in observance of Veterans Day.

City Council

City Council will meet on Monday. The Council is expected to vote on the following requests:

New Docket includes the following:

  • Requests:
    • Allow nonconforming two-family dwelling use at 27-29 Kilburn Road
    • Allow for-profit and non-profit educational uses, agricultural use, and waive 12 parking stalls at 297 Lowell Avenue
    • Further extend a nonconforming setback and lot coverage at 62 Maple Street (Newton Corner)
    • Decrease nonconforming open space at 35-37 William Street
    • Exceed FAR at 538 Ward Street
    • Amend the site plans associated with Special Permits #480-14(4) and #327- 21 and associated relief relative to parking at 283 Melrose Street
    • Allow indoor vehicle sales and service at 32 Needham Street
    • Appropriate $3,000 from Handicapped Parking Fines-Disability Commission Receipts Reserved for Appropriations Account
    • Appropriate $612,134.74 for the full and final settlement of Anastasia et al. v. City of Newton
    • Accept a $68,000 recycling grant from MassDEP
    • Transfer $446,104.67 from Free Cash to Health & Human Services Department
    • Transfer $130,000 to Clinical Health-Temp Staffing
    • Appropriate $2,400,000 from Free Cash for Synthetic Turf Carpet at Newton North High School’s Dickinson Field
    • Appropriate $74,730,950 for the construction of the Countryside School project
    • Authorize reducing the bond authorization for the Lincoln-Eliot Elementary School project, in the amount of $5,109,609
    • Shorten the duration of the winter parking ban to January 1 – March 1.
    • Grant of location to install and maintain a water main in Commonwealth Avenue, Grafton Street, Centre Street, Ward Street and Waverly Avenue
    • Change the overnight winter parking ban ordinance to allow people who have permits be able to park in City lots during snow emergencies
    • Discussion and possible amendment to inclusionary zoning ordinance
  • Appointments:
    • James Miller to the Auburndale Historic District Commission
    • Andria Tieman Michney as a Newton Library Trustee
    • Emma Zhang, Zach Gusenoff, Sarina Chand, Phoebe Anthony, Nick Makura, and Chloe Lee to the Youth Commmission
  • Reappointment of Nancy Krintzman to the Commission on Disability
  • 5-58 schematic design and site plan approval for the Countryside School Project at 191 Dedham Street

Programs and Services will meet on Wednesday:

  • Appointment of Andria Tieman Michney as a Newton Library Trustee
  • Transfer $446,104.67 from June 30, 2023 Certified Free Cash into Health & Human Services Department for purposes of opioid mitigation.
  • Transfer $130,000 from Personnel Vacancies Account into Clinical Health-Temp Staffing to address a few school nurse vacancies with agency nurses
  • Two items related to vibration control
  • Tree Preservation Ordinance Amendments (Councilor and Executive/Tree Warden versions) expected Committee vote
  • Reappointment of Nancy Krintzman to the Commission on Disability

Public Facilities will meet on Wednesday to address the following requests:

  • Extension of the City’s water main from Washington Street approximately +/- 620-feet in a north -northwesterly direction connecting to the existing main in Dustan Street – Dunstan East
  • Grant of location to install and maintain a water main in Commonwealth Avenue, Grafton Street, Centre Street, Ward Street and Waverly Avenue

Public Safety and Transportation will meet on Wednesday to discuss an amendment request to shorten the duration of the winter parking ban to begin on January 1st and end on March 1st.

School Committee

School Committee will meet on Monday.

Negotiations subcommittee of the School Committee will meet on Tuesday to discuss strategy and conduct a collective bargaining session with the NESA.

School Committee will meet on Wednesday to discuss strategy with respect to collective bargaining regarding the NTA Units A-E.

Boards and Commissions

Planning and Development Board will meet on Monday to discuss and vote on the subdivision request for 132 Homer Street,

Board of License Commissioners will hold a special meeting on Tuesday to consider a request for a one-day temporary wine and malt license and one-day temporary entertainment license for a party on Saturday, November 11, 2023 from 5:30PM – 10PM at the Windsor Club.

Chestnut Hill Historic District Commission will meet on Tuesday to discuss two requests for installation of curbing at 31 Chestnut Hill Terrace and 25 Chestnut Hill Terrace.

Design Review Committee – Countryside School Building Committee will meet on Wednesday to discuss of updated sustainability guidelines,

Youth Commission will meet on Wednesday:

  • Event Updates: Newton CCW Community Resource Night and NSHS Mental Health Awareness Event
  • Presentation by Sarah Mausner, Teen Health Comics
  • Subcommittee Group Work: Mental Health & Wellness, Communications, Community Engagement, Bike Safety & Access, and Climate Sustainability
  • Presentation by Hattie Kerwin-Derrick, Director of Community Engagement & Inclusion, LGBTQ+ Liaison

Urban Design Commission will meet on Wednesday:

Zoning Board of Appeals will meet in person (Council Chamber) and virtually (Zoom link) on Wednesday, November 8 at 7PM. The agenda includes the following requests:

  • Comprehensive Permit, pursuant to M.G.L. Chapter 40B, to construct a six-story all residential development with 244 residential units on 5.82 acres of land located at 528 Boylston Street; 0, 502-504, 516 Boylston Street; 0 Hagan Road; and 24-26, 32-34 Hurley Place. NOTE: A Model of the Project will be on Public Display prior to the Meeting.
  • Variance to reduce the minimum lot size requirement and reduce the frontage requirement at 949 Dedham Street.

  • Determination of Applicability for the Chestnut Hill Shopping Center Paving Maintenance Project
  • Single-Family House addition at 5 Bound Brook Road

  • Extension request of an Order of Conditions Re-signing – for the Mason Rice solar array
