What’s Up in Newton this week – 10/1/2023

City Council

City Council will meet on Monday and is expected to take up the chartered item on the Craft Breweries Ordinance (see Fig City News article) and vote on the following:

  • Request to amend the site plan and parking waivers at 1349 Centre Street
  • Request to further extend two nonconforming front setbacks at 147 Cherry Street
  • Request to allow three single-family attached dwellings at 236 Chapel Street
  • Request to allow a for-profit educational use and to waive 19 parking stalls at 60 Highland Street
  • Request to amend Special Permit #96-17 by increasing the parking waiver from 97 stalls to 172 stalls at 839-853 Washington Street
  • Request for Confirmatory Order of Taking for Webster Woods
  • Denial of an appeal of a Traffic Council decision to change parking regulations on Columbia Avenue in order to install bicycle accommodations
  • Remand back to Traffic Council for further discussion of a Traffic Council decision to prohibit parking at all times along certain areas of Farwell Street
  • Acceptance of $5,000 and to accept artwork for the Department of Senior Services
  • Appropriate $10,831.12 from Handicapped Parking Fines-Disability Commission Receipts for accessible playground equipment and outdoor tables at Williams Elementary School
  • Acceptance of $427,454.54 from a Firefighter Grant

New Docket includes the following requests:

  • Extension of time to exercise special permit for Craft Street Elderly Housing with Services development
  • Construct a one-story addition extending the nonconforming FAR at 211 Dorset Road
  • Allow six single-family attached dwellings in three buildings at 280 Nevada Street
  • Allow three single-family attached dwellings at 0 Jewett Place and 15-17 Jewett Place
  • Petition to repeal overnight winter parking ban
  • Grant of location to lay conduit in Grove Street
  • Two grants of location to install and maintain gas mains: Essex Road and Ward Street
  • Discussion on Countryside Elementary, Lincoln Eliot, Franklin, and Horace Mann Elementary School Projects
  • Discussion with DPW regarding the Phosphorus Control Plan and NPDES Permit
  • Appropriate $1,200,000 for a total of $7,034,362 for Phase III of the Gath Memorial Renovation Project
  • Transfer $50,000 from Water Services Connections – Full Time Wages

Land Use will meet on Tuesday to consider:

  • Extension of Time to Exercise Special Permit at 34, 36, 38, 48, 50 Crafts Street, 19-21 Court Street – Elderly housing with services development
  • Renovate and expand the detached accessory building for an accessory apartment at 193 Lake Avenue
  • One-story addition at 93 Ruane Road
  • Raze attached garage and construct first and second story additions at 70 Kingswood Road
  • Construct a storage warehouse for their tree removal business at 0 Rumford Avenue
  • Remove 8 parking stalls to be used for 48 outdoor dining seats at 9-13 Kenneth Street, 29 Kenneth Street, 118 Needham Street, and 122 Needham Street
  • Demolish existing dwelling and construct four single-family attached dwellings at 2202 Commonwealth Avenue

Programs and Services will meet on Wednesday to discuss the amendments to the Tree Preservation Ordinance.

Public Facilities will meet on Wednesday:

  • Request for a grant of location to lay and maintain underground conduits in Grove Street
  • Two requests for grants of location to install and maintain gas mains: Essex Road and Ward Street
  • Discussion and review of stormwater program
  • Update on the City’s Phosphorus Control Plan and on the City’s NPDES Permit.
  • Ordinance amendment to amend the number of residential dwelling units eligible for outdoor meters

Public Safety and Transportation will meet on Wednesday, and there will be no public comment on the following items:

  • Continued discussion on security measures taken for the Boston Marathon
  • Discussion on the Petition to amend Motor Vehicles and Traffic Ordinance (Removal of the overnight parking ban)

Schools

The Negotiation Subcommittee of the School Committee will meet twice in Executive Session this week:

  • Monday: to discuss negotiation and mediation strategy with respect to collective bargaining with the Newton Teachers Association (NTA) Units A-E and conduct a collective bargaining session with the mediator, NTA and Units A-E
  • Thursday: to discuss strategy with respect to collective bargaining and conduct a collective bargaining session with NESA

Boards and Commission

Planning and Development Board will meet on Monday to continue the Public Hearing on proposed amendments to the Zoning Ordinance and Zoning Map regarding village center districts and discussion on state guidance for implementing the Housing Choice Bill

Human Rights Commission will meet virtually on Tuesday to consider:

  • Student Reports and Police Department Reports
  • Complaints Received and continued discussion of the complaint process
  • Human Rights Awards – December 5 – Discuss people to honor
  • Programming for 2023 -2024: Banned Books and Escape Room

Newton Fair Housing Committee will meet on Wednesday to consider:

  • Update on Suffolk Law Discrimination Testing
  • Annual Training for Real Estate Professionals
  • Village Center Zoning Overlay 3.0 update
  • Housing Navigator Data Collection status
  • Cambridge Resident Experience Study follow-up
  • Lottery Data Collection Update
  • Subcommittee Updates

Board of License Commissioners will hold a special meeting on Wednesday to consider a request for a one-day temporary wine and malt license for a school fundraiser.

Newton Citizens Commission on Energy will meet on Wednesday for two discussions:

  • Led by Ellie Goldberg regarding recent research results and implications on gas pipes in Newton
  • Led by Jon Slote on acceleration of home retrofits

Franklin School Building Committee will meet on Thursday for a Project Update.

Newton Highlands Area Council will meet on Thursday and discuss the following:

  • General Election debate planning/status
  • 1149-1151 Walnut St street tree removal and other updates
  • Levingston Cove updates
  • Updates on Zoning redesign and potential vote regarding expenditures for mass mailing and/or survey
