What’s Up in Newton this Week – 7/23/2023

On Monday evening, there will be two separate, continued public hearings on important topics — running at about the same time:

  • Village Center Overlay Districts (6:30PM, hybrid), conducted by Zoning and Planning Committee and the Planning & Development Board
  • 528 Boylston Street — Toll Brothers 40B Application (7PM, virtual), conducted by Zoning Board of Appeals

City Council

Zoning and Planning will meet jointly with the Planning and Development Board on Monday. (NOTE early start time: 6:30PM.)

  • Public Hearing on a request to rezone properties at 126-132 Charles Street from Multi-Residence 1 and Manufacturing to Mixed Use 1
  • Continued Public Hearing on discussion and amendments to the Zoning Ordinance and Zoning Map regarding village center districts — Village Center Overlay Districts. NOTE: The committee will take additional testimony for a total of 1.5 hours from those who could not participate at the June 26 hearing.
  • Discussion and setting of a public hearing date for a proposed ordinance to allow for breweries, brew pubs, and other craft beverage production.
  • Discussion on state guidance for implementing the Housing Choice element of the MA Economic Development legislation.

Land Use will meet on Tuesday to consider three requests to amend previously approved special permits regarding vibration control conditions (136-144 Hancock Street and amendment request regarding units designated to meet MAAB requirements), 106 River Street, and 71 Commonwealth Avenue, and continued public hearing to allow a drive-in business with parking waivers and to allow a freestanding sign and an oversized directional signs at 940 Boylston Street.

School Committee

School Committee will hold a retreat on Tuesday to discuss District Goals and Strategic Planning. See links to documents.

School Committee will meet again on Tuesday following the retreat to discuss and vote on Supplemental General (Interim) Policy for Emergencies, approve a one-day liquor license request for a NSHS Athletic Hall of Fame event in October, and receive updates on Underwood/Ward discussions and contract negotiations with the unions.

Negotiations Subcommittee of the School Committee will meet on Wednesday to discuss strategy and enter into a collective bargaining session with the Newton Public Schools Custodial Association (NPSCA).

Boards and Commissions

Planning and Development Board will meet jointly with the Zoning and Planning Committee on Monday for joint public hearings on the request to rezone properties on Charles Street and discussion and amendments to the Zoning Ordinance and Zoning Map regarding village center districts — Village Center Overlay Districts.

Newton Cultural Council will meet on Monday: Updates on Community Input Survey, Council Priorities, and Grantee Reception, and also review of final report submissions.

Newton Free Library Board of Trustees Finance Committee will meet on Monday: Transfer of accounts, bank signatories, review of annual financial results vs. budget, and annual investment review.

Zoning Board of Appeals will meet on Monday: Continued public hearing on 528 Boylston Street (Toll Brothers 40B application – 244 residential units – 61 affordable and 385 parking stalls), and appeal of building permit for accessory apartment at 129 Grasmere Street.

Newton Retirement Board will meet on Tuesday. See agenda.

Newton Commonwealth Foundation, which runs the Newton Commonwealth Golf Club, will meet on Tuesday: Capital Projects update and reports from Treasurer, Grounds, and Pro Shop.

Newton Free Library Board of Trustees Nominating and Governance Committee will meet on Tuesday: Policy review, Trustee vacancies, new Trustee orientation, committee assignments officer nominations.

Newton Citizen Commission on Energy will meet on Wednesday: Updates on the Library Display, improving data quality and flow, and an update on an ordinance proposal requiring reporting and disclosure of energy efficiency scores for residential properties; presentation: How Key Partnerships Could Accelerate Newton Residents’ Adoption of 4OurFuture Action.

Conservation Commission will meet on Thursday:

Chestnut Hill Historic District Commission will meet on Thursday: Installation of a wrought iron handrail at 342 Beacon Street and installation of landscape lighting at 14 Old Orchard Road

Newton Historical Commission will meet on Thursday:

Sustainable Material Management Commission will meet on Thursday: Sustainable Packaging Ordinance, Private Hauler Ordinance rollout, and Department updates and discussion on end of life management of artificial turf.

Newtonville Area Council will meet on Thursday: Newtonville Surveys – distribution of results and timing/topic of next survey, Village Day and Court Street Development updates, Joint Area Council Candidate Debates, and discussion of other issues/projects in Newtonville.

Other
