City Council Meetings – Week of 7/9/2023

Full City Council will meet virtually (Zoom link) on Monday, July 10 at 7:45PM. See Reports Docket and New Docket. (Note: Meeting is virtual, not hybrid as originally reported.)

Land Use will meet in person (Council Chamber) and virtually (Zoom link) on Tuesday, July 11 at 7PM. The agenda includes the following:

  • Request for a Special Permit/Site Plan Approval to construct a dormer addition in the half story of the nonconforming 3.5-story structure, extending the nonconforming number of stories and exceeding the maximum FAR at 35 Oak Cliff Road. See Special Permit documents and Planning Memo.
  • Request for a Special Permit/Site Plan Approval to combine two units currently occupied by retail and personal services uses to operate a 42-seat restaurant which requires a waiver of seven parking stalls at 12 Austin Street (Comella’s). See Special Permit documents and Planning Memo.
  • Request for a Special Permit/Site Plan Approval to convert the existing attached garage into living space and construct two parking stalls within the front setback at 213 Jackson Street. See Special Permit documents and Planning Memo.

Programs and Services will meet virtually (Zoom link) on Wednesday, July 12 at 7PM. The agenda includes the following:

  • Appointment of Maurta Vitols as a Jackson Homestead Trustee
  • Request for a discussion and possible amendment to Section 12-72 “Sustainable Containers, Packaging and Single Use Ordinance” to further reduce the amount of single-use plastic in Newton.
  • 3 Reappointments to the Health and Human Services Advisory Council:
    • Michael Flaherty, Matthew Stafford, and Asa Fanelli
  • Reappointment of Joanna Josephson as a Newton Library Trustee

Traffic Council will meet virtually (Zoom link) on Thursday, July 13 at 7PM. The agenda includes the following requests:

  • Addition of resident parking permits to the existing one-hour zones on Carleton Street.
  • Add a “No Turn on Red” restriction at the northbound (Park Street) approach of the Park/Tremont traffic signal.
  • Add “No Turn on Red” restriction at the southbound (Tremont Street) approach of the Park/Tremont traffic signal.
  • Add a stop sign on Hibbard Road at the intersection of Tremont Street. (Ward 1)
  • Change the parking regulations on Columbia Avenue, in order to install bicycle accommodations.
  • Change the parking regulations on the block of Heatherland between Upland Avenue and Winchester Street, in order to install bicycle accommodations.
  • Discuss and possibly change the parking regulations on Warren Avenue in West Newton, to restrict parking on both sides, in order to ensure access for emergency vehicles.
  • Review and possibly change the parking restrictions on Farwell Street to ensure safe access for buses and emergency vehicles.
  • Add a ‘STOP’ sign to the Prince Street northbound approach to Temple Street.
  • Restrict parking in front of 957 Washington Street, for approximately 20 ft, to improve sight lines for vehicles exiting the driveway.
  • Change the distribution of time limits in the Pleasant Street and Pelham Street Public Parking Lots in Newton Centre to install reserved spaces for EV Charging Stations and/or EV Shared Vehicles. NOTE: The item was held for a trial of the following: Up to four parking meters in the Pleasant Street Parking Lot may be removed and replaced by a combination of spaces reserved for shared electric vehicles and spaces reserved for electric vehicle charging. The location of these spaces, fees to be charged, and time limits to be posted will be determined by the Director of the Planning Department and Commissioner of Public Works. The method of enforcement will be determined by the Newton Traffic Bureau in conjunction with the Director of Planning and Development and the Commissioner of Public Works.
  • Remove several of the “left lane must turn left” and “right lane must turn right” regulations in West Newton Square from the TPR.
  • Review and possibly add parking restrictions along the block of Wells Avenue between Nahanton Street and the Wells Avenue split.
