City Council Meetings – Week of 5/14/2023

Full City Council will meet as a Committee of the Whole, in person (Council Chamber) and virtually (Zoom link) on Monday, May 15 at 7PM. The agenda includes the following:

Land Use Committee will meet in person (Council Chamber) and virtually (Zoom link) on Tuesday, May 16 at 7PM. The agenda includes the following requests:

  • Amend a previously approved Special Permit/Site Plan Approval to allow the conversion of an existing personal training facility to a physical therapy office in the space at 552-564 Commonwealth Avenue. See Special Permit documents and Planning Memo.
  • Special Permit/Site Plan Approval to raze an existing detached garage and construct an attached two-car garage with living space above which increases the nonconforming FAR at 46 Valley Spring Road. See Special Permit documents and Planning Memo.
  • Special Permit/Site Plan Approval to subdivide the current lot into two, with one single-family dwelling each at 19 Staniford Street. See Special Permit documents and Planning Memo.
  • Special Permit/Site Plan Approval to construct a detached garage structure exceeding FAR and to waive the maximum driveway entrance width at 50 Elmore Street. See Special Permit documents and Planning Memo.
  • Amend a previously approved Special Permit/Site Plan Approval to allow the hospital to finish 22,000 sq. ft of “shell space” in the Emergency Department for additional inpatient beds at 2000, 2012 and 2014 Washington Street, 1 and 2 Kenney Place and 1973 Beacon Street. Programs and Services Committee will meet virtually (Zoom link) on Wednesday, May 17 at 7PM. The agenda includes the following:

  • Appointment of Alexandra Fuchs as a Newton Library Trustee
  • Request to appropriate and expend $140,000 from the B.A.A Marathon to a Parks, Recreation & Culture Account to fund a “Heartbreak Hill” banner and playground improvements
  • Submittal of the FY2024 to FY2028 Capital Improvement Plan pursuant to Section 5-3 of the Newton City Charter
  • Submittal of the FY2024 Municipal/School Operating Budget. Passage shall be concurrent with the FY24-FY28 Capital Improvement Program (#1-23). NOTE: The effective date of submission is 5/1/2023 and the last date to pass the budget is 6/15/2023.
  • Submittal of the FY2024 to FY2028 Supplemental Capital Improvement Plan.
  • Department Budgets and CIP discussions will include the following:

Public Facilities Committee will meet virtually (Zoom link) on Wednesday, May 17 at 7PM. The agenda includes the following requests:

  • Grant of location to install and maintain gas main in Valentine Street
  • Changes to roadway infrastructure as part of the Elliot Street Traffic Calming Project in Newton Upper Falls. The installation of a new crosswalk with a flashing beacon, intersection realignment, changes to roadway width, and creation of sidewalk-level bike lane requires the approval of the Public Facilities Committee.
  • Appropriate and expend $750,000 from June 30, 2022 Certified Free Cash to a Public Buildings Department Capital Account to fund the replacement of the Newton Free Library’s HVAC system as detailed in the FY-24-FY28 CIP.
  • Adoption of an Ordinance to prohibit the purchase or application of anti-coagulant rodenticides by the City or City contractors.

Public Safety and Transportation Committee will meet virtually (Zoom link) on Thursday, May 18 at 7PM. The agenda includes the following:

  • Request to appropriate and expend $640,000 from June 30, 2022 Certified Free Cash to a Newton Police Department Capital Account to fund several technology initiatives, including a Storage Area Network and significant technology infrastructure improvements.
  • Request to appropriate and expend $250,000 of June 30, 2022 Certified Free Cash to the Police Patrol Overtime account.
  • Request to appropriate and expend $1,500,000 from June 30, 2022 Certified Free Cash to Fire Rescue Overtime
  • Submittal of the FY2024 to FY2028 Capital Improvement Plan pursuant to section 5-3 of the Newton City Charter.
  • Submittal of the FY2024 Municipal/School Operating Budget – passage shall be concurrent with the FY24-FY28 Capital Improvement Program (#1-23). NOTE: The effective date of submission is 5/1/2023 and the last date to pass the budget is 6/15/2023.
