City Council Meetings – Week of 1/15/2023

Programs and Services Committee will meet virtually (Zoom link) on Wednesday, January 18 at 7PM. The agenda includes the following:

  • Appointment of Dr. Michael Richardson as the Ward 1 member of the Parks and Recreation Commission
  • Request to set early voting hours for the March 14 Special Election on the following dates, at Newton City Hall (dates, locations, and times recommended by the Election Commission_:
    • Friday, March 3, 8:30AM-5PM
    • Saturday, March 4, 11AM-5PM
    • Sunday, March 5, 11AM-5PM
    • Monday, March 6, 8:30AM‐5PM
    • Tuesday March 7, 8:30AM‐5PM
  • Request to temporarily relocate the Ward 2, Precinct 3 polling location, currently located at the Newton Senior Center at 345 Walnut Street to Cabot Elementary School on 229 Cabot Street as the Senior Center is being rebuilt.
  • Request to relocate the Ward 3, Precinct 2 polling location, currently located at the Peirce School, 170 Temple Street to Temple Shalom, 175 Temple Street.
  • Request for a discussion with the Parks, Recreation, and Culture Department regarding the creation of a strategic and operational plan for capital improvements to our athletic fields, athletic facilities, and playgrounds.

Chairs Note: The Chair will entertain a motion of No Action Necessary (NAN) on the following
item:

  • Request for a discussion with the Mayor, Public Buildings Department, and Parks, Recreation and Culture about how to integrate a year‐round pool into the CIP and comprehensive planning for public recreational opportunities, specifically in the Albemarle area.

Public Facilities Committee will meet in person (Room 204) and virtually (Zoom link) on Wednesday, January 18 at 7PM. The agenda includes the following:

  • Public Hearing on a request for a grant of location to install and maintain a gas main in Paulson Road, Ferncroft Road, Evelyn, Helene Road, and Cotter Road (replacement of plastic from cast iron)
  • Public Hearing on a request for a grant of location to install and maintain a gas main in Elliot Street, Boylston Street, Circuit Avenue, Josselyn Place, Frances Street, Charles Street, and Margaret Road (replacement of plastic from cast iron)
  • Reappointment of Peter Barrer to the Design Review Committee

Public Safety and Transportation Committee will meet virtually (Zoom link) on Wednesday, January 18 at 7PM. The agenda includes the following:

  • Presentation of the Annual Report of the work of the Traffic Council for 2022.

Chair’s Note: In reference to Docket #67‐22, At this meeting, we will hear about traffic, crash data, street safety, traffic calming measures already implemented, and the removal of them for winter and snow operations.

  • Request for regular discussion with the Police Department of police data, including crashes, types of calls, numbers, and dispositions.
  • Request for a discussion and amendment to City Ordinances necessary to continue outdoor dining on a permanent basis.

Chair’s Note: It is the Chair’s intent to vote no action necessary on the following one (1) item:

  • Request to grant administrative authority to the Commissioner of Public Works, the Director of Planning and Development, and the Police Chief to seasonably approve the use of on‐street parking spaces for restaurant outdoor dining.

Traffic Council will meet virtually (Zoom link) on Thursday, January 19 at 7PM. The agenda includes the following:

  • Request to review and potentially change parking restrictions on Suffolk Road along the curve east of Kingsbury Road to facilitate safe maneuvering.
  • Request to review and possibly to expand the parking restriction on the section of Greenwood Street between Brandeis Road and Dudley Street, to help improve safety.
  • Request (by the suggestion of the Newton Fire Department) to restrict parking on both sides of the narrow section of Troy Lane, as well as around the cul-de-sac, in order to ensure access to trash, recycling, and emergency vehicles. Parking would not be restricted on either side of the wide section of Troy Lane.
  • Request to prohibit u-turns on Watertown Street, in both directions, between Edinboro Street and Albemarle Road.
  • Request Traffic Council rescind a portion of the existing regulatory speed limit on Washington Street and Tremont Street in the areas of existing 35 mph speed regulations between Newton Corner and the Boston City Line. If approved, notification would be made to MassDOT who would issue a modified Special Speed Regulation and the speed limit would be reduced to 25 mph.
  • Request review and potential change to the mix of long-term and short-term metered parking spaces along Washington Street in the vicinity of Harvard Street.
  • Request to add a ‘No Turn on Red’ restriction facing the Perkins Street northbound approach at Washington Street.
  • Request to update Sec. TPR146. Flashing warning light locations, to match current conditions.
