City Council Meetings – Week of 11/6/2022

The City Council will meet both in person (Council Chamber) and virtually (Zoom link) on Monday, November 7 at 7:45PM (See Reports Docket and New Docket).

Public Facilities Committee will meet in person (Room 204 ) and virtually (Zoom link) on Wednesday, November 9 at 7:30PM. The agenda includes the following:

  • Request for a grant of location to install conduit in Essex Road to provide underground service to #393 Hammond Street.
  • Request for a grant of location to one JO pole anchor guy and remove one JO pole on the westerly side near the intersection of Walnut Place.
  • Request for a drain main extension in CROSS HILL ROAD to extend the drain main from the point it terminates to the frontage of #45 Cross Hill Road. (Petitioner to pay the entire cost.)
  • Request to appropriate and expend $150,000 from June 30, 2022 Certified Free Cash for the replacement of a 2004 trackless sidewalk clearing tractor.

Programs and Services Committee will meet in person (Room 211) and virtually (Zoom link) on Wednesday, November 9 at 7:45PM (NOTE Late Start Time – though the Zoom link says 7PM). The agenda includes the following:

  • Request to meet with the Parks, Recreation and Culture Department to discuss best practices and materials used for athletic field surfacing, both natural, and synthetic. Topics to be covered include playability, safety, durability, environmental impacts, replacement, maintenance, and cost over time
  • Request to revise and amend Chapter 21, Art. III Trees(sec. 21‐60 through 21‐89) to extend tree protection to all trees 6 inches DBH (diameter at breast height) and greater within the City (with no exempt lots); to update tree removal permits, fees, and compensation; and to strengthen protection for existing and replacement trees – Councilor sponsored Tree Ordinance Amendments.
  • Request to review and amend Chapter 21, Art. III, Division 3, Tree Preservation to increase replacement requirements for larger trees, add protections for smaller trees, limit removal of trees without replacement, enhance procedures for protecting trees, increasing payment required for trees cut without replacement, protect trees on lots adjacent to construction, provide Tree Warden with additional professional input on trees on private properties – Mayor/Tree Warden sponsored Tree Ordinance Amendments.

Public Safety and Transportation Committee will meet in person (Room 205) and virtually (Zoom link) on Wednesday, November 9 at 7:45PM (NOTE: Late Start Time – though the Zoom link says 7PM). The agenda includes the following:

  • Request to transfer $800,000 from June 30,2022 Certified Free Cash to fund the replacement of Fire Engine 7.
  • Request to transfer $55,000 from the Financial Services Full-Time Salaries to a Department 111‐Non Lapsing Police Technology Upgrade Account.

The City Council will meet in person (Council Chamber) and virtually (Zoom link) as a on Thursday, November 10 at 7PM. The agenda includes discussion of the override proposals and override related proposals (setting the date of the election, funding request to pay for the special election, request to amend the city’s ordinance to increase in income limit for the tax deferral program, request for home rule petitions that will allow for changes to exemptions and a request to accept legislation that would allow additional exemptions for certain blind persons, veterans, surviving spouses, and seniors, and provide an additional exemption up to 100 percent of the personal exemption.
