City Council Meetings – Week of 10/23/2022

Finance Committee will meet virtually (Zoom link) on Monday, October 24 at 7PM. The agenda includes the following:

  • Request from the School Committee to authorize the Mayor to appropriate the state reimbursement of $60,825.31 for McKinney-Vento and Foster Care Transportation funds from the General Fund to the School Department.
  • Request to appropriate $50,000 from the Special Permit Fees – Austin and Lowell Account, to improve safety for all users by constructing traffic flow changes at two intersections on Lowell Ave, which is consistent with the intent of Special Permit $175-21, Condition 6.

Zoning and Planning Committee will meet in person (Council Chamber and Room 204) and virtually (Zoom link) on Monday, October 24 at 7PM. The agenda includes the following:

Chair’s Note: There will be a presentation and discussion on the preliminary mapping of the
proposed new districts within village centers, followed by a discussion of the
calendar for village center zoning work into the spring of 2023.

  • Request review, discussion, and possible ordinance amendments relative to Chapter 30 Zoning Ordinances pertaining to Mixed-Use, Business Districts, and Village Districts relative to the draft Zoning Ordinance (see Planning Memo).

Land Use Committee will meet in person (Council Chamber) and virtually (Zoom link) on Tuesday, October 25 at 7PM. The agenda includes the following:

  • Request to amend a previously approved Special Permit/Site Plan Approval to allow the construction of sport courts, a warming hut, and associated parking; to determine appropriate dimensional requirements; to determine appropriate setbacks relative to parking; to waive perimeter screening; to waive interior landscaping; to waive lighting and to waive bike parking facilities at 1897 Washington Street – Woodland Golf Club (see Special Permit documents and Planning Memo)
  • Request for a Special Permit/Site Plan Approval to enclose an existing screen porch, further exceeding non-conforming FAR at 168-170 Warren Street (see Special Permit documents and Planning Memo)
  • Request for a Special Permit/Site Plan Approval to allow a for-profit education use (Irish Dance School) at 49-51 Winchester Street (see Special Permit documents and Planning Memo)
  • Request to rezone 7 parcels: 34, 36, 38, 48, and 50 Crafts Street from Manufacturing to BU4 and 19 and 21 Court Street from MR1 to BU4 (see Special Permit documents and Planning Memo).
  • Request for a Special Permit/Site Plan Approval to allow an Elder Housing with Services facility, to allow development in excess of 20,000 sq. ft., to allow a seven-story building, to allow a building 84 feet in height, to allow parking within the side setback, to reduce the required parking stall width, to reduce the required parking stall depth, to reduce the required parking stall depth for accessible stalls, to allow a reduced drive aisle width for two-way traffic, and to waive the lighting requirements at 34, 36, 38, 48, 50 Crafts Street, 19-21 Court Street (see Special Permit documents and Planning Memo).

Traffic Council will meet virtually (Zoom link) on Thursday, October 27 at 7PM. The agenda includes the following:

  • Request for an accessible parking space in front of 432 Lowell Avenue (NOTE: Commission on Disability voted to approve on 1/10/2022).
  • Request for permanent changes and/or a trial of changes to the Tiger Permit Parking Program – Newton North High School Tiger Parking Permits – including the total number of permits issued and possibly enabling additional permits to be distributed by the Newton North High School Administration. (NOTE: the item was held for a trial: increase the number of TIGER permits from 150 to 170 (165 stickers at $60/each and 5 to be transferable placards -no fee).
  • Request to review and modify the parking in and near West Newton Village Center along Watertown Street, Washington Street, Waltham Street, Chestnut Street, and Elm Street. These changes may include modification of the time limits at metered and unmetered spaces, the addition of parking meters in areas previously not metered, the addition of a loading zone, and related changes.
  • Request to make permanent, the temporary 15-minute take-out-only parking space as mandated by the emergency order during COVID-19 at 95 Elm Street (Paddy’s Public House).
  • Request for a temporary pick-up/drop-off zone in front of the Brigham House on Hartford Street and in front of the Hyde Community Center on Lincoln Street to accommodate the temporary relocation of services during the reconstruction of the Senior Center.
  • Request to discuss and potentially change the parking regulations on Centre Street, southbound, just north of Pearl Street, to metered parking spaces.
  • Request to add a stop sign at the intersection of Winchester Road at East Side Parkway, westbound.

Request for No Action Necessary on the following:

  • Request to hold this item for a long-term trial to accommodate the reconstruction of the Library Parking Lot: Change the traffic flow on Homer Street between Commonwealth Avenue and Walnut Street to allow for one-way circulation, change the parking locations and regulations along this section of Homer Street to include the creation of additional parking, and, if needed allow for the creation of permit parking on nearby residential streets for City Hall and Library employees as well as other related needs. After construction is completed, conditions will revert back unless subsequent items are docketed and approved by Traffic Council for permanent changes.

NOTE: The Traffic Council agenda includes a list of Administrative changes made to the TPR since the last Traffic Council Meeting.
