City Council Meetings – Week of 9/4/2022

The Full City Council will meet in person (in the Council Chamber) and virtually (Zoom link) on Wednesday, September 7 at 7:45PM. (See Reports Docket and New Docket.)

The Programs and Services Committee will meet virtually (Zoom link) on Thursday, September 8 at 7PM. The agenda includes the following:

  • Request to approve a recommendation from the Community Preservation Committee (CPC) to appropriate $486,500 in Community Preservation Act funding from the FY2023 Unrestricted Funds to the Planning and Development Department to complete Phase II of the Gath Memorial Pool Renovation Project, including the completion of construction and bidding documents, project permitting, and any other work necessary to make the project “shovel-ready.”
  • Two appointments to the Commission on Disability:

    • Nyree Kibarian
  • Reapppointment of Karen Haywood as a Trustee of the Jackson Homstead
  • Two reappointments to the Commission on Disability:
    • Anne Killilea
    • Jane Brown

The Public Safety and Transportation Committee will meet virtually (Zoom link) on Thurssday, September 8 at 7PM. The agenda includes the following:

  • Request to accept and expend a $272,000 grant from the MassDOT’s Community Connections Program for the Bluebikes bike share project in Newton, Arlington, and Watertown.
  • Request for a regular discussion with the Police Department about police data, including crashes, types of calls, numbers, and dispositions.
  • Request to appropriate and expend $950,000 and authorize a general obligation borrowing of an equal amount for the purchase of simulcast public safety radio infrastructure and to apply any premium received on the sale of the bonds or notes — less the cost of preparing, issuing, and marketing them, and any accrued interest received upon the delivery of the bonds or notes — to the costs of the project and to reduce the amount authorized to be borrowed for the project by like amount.
  • Request to accept, appropriate, and expend $635,454.54 from a reimbursable Assistance to Firefighter Grant through the Department of Homeland Security.
  • Request discussion with the Newton Fire Department on year-over-year data, which may include fires, injuries, inspections, hiring, and overtime.
  • Request to discuss the Fire Station 3 traffic pattern, including approved building design that established circular access for fire apparatus, to understand why this access is not being utilized.

The Public Facilities Committee will meet virtually (Zoom link) on Thurssday, September 8 at 7PM. The agenda includes the following:

  • Appointment of Cory Alperstein to the Newton Commission on Energy
  • Request for a main drain extension beginning at 45 Westgate Road and extending onto the property at 29 Oak Street to provide a means for an overflow connection to the proposed on-site infiltration system that was designed for the new building.
  • Petition for a Grant of Location to install and maintain a gas main in Commonwealth Avenue:

  • Request to approve recommendation from the Community Preservation Committee (CPC) to appropriate $75,000 in Community Preservation Act funding from the FY2023 Historic Resource Reserve Fund to the Planning Department to complete the first phase of the Jackson Homestead Basement Restoration Project by hiring a preservation consultant to develop plans to remediate the existing water and humidity issues in order to preserve the historic structure and protect its important collections.
