City Council Meetings – Week of 7/17

Zoning and Planning: The Zoning and Planning Committee will meet in person (Council Chamber) and virtually (go here for Zoom link) on Monday, July 18th at 7:00 p.m.

The agenda includes the following:

  • Request for a review and possible amendments to the Accessory Apartments ordinance to remove barriers to creating accessory apartments, such as considering conditions under which detached ADUs may be allowed by right and under which ADUs may be permitted as part of new construction. See Planning Memo.

Chair’s Note: Discussion surrounding the following item will be limited to an update from the
Planning Department regarding community engagement efforts.

  • Request for review, discussion, and possible ordinance amendments relative to Chapter 30 zoning ordinances pertaining to Mixed Use, business districts, and village districts relative to the draft Zoning Ordinance.
  • Two reappointments to the Community Preservation Committee

Land Use Committee: The Land Use Committee will meet in person (Council
Chamber) and virtually (go here for Zoom link) on Tuesday, July 19th at 6:00. Please note: they are scheduled to meet jointly with the Planning and Development Board for public hearings on two of the rezoning petitions listed below.

The agenda includes the following:

  • Request for a Special Permit/Site Plan approval to demolish the existing dwelling and construct 3 single-family attached dwellings, to waive the required minimum lot area, to allow a driveway within 10 feet of a rear lot line, to allow parking within 20 feet of the front and rear lot lines, and to allow parking within the front setbacks at 157 Langley Road.   • Petition to amend a deed restriction adopted by Board Order #276-69(3), dated November 18, 1963, as amended, to allow a day care center at 120 Wells Avenue. See Special Permit documents and Planning Memo.
  • Request for a Special Permit/Site Plan Approval to allow construction of a detached garage with an accessory apartment that does not meet principal setbacks, to allow oversized dormers, and further exceed the nonconforming FAR at 33 Berkeley Street.   • Request for a Special Permit/Site Plan Approval to rezone 2 parcels: 11 Florence Street from MR1 to BU4 and 318 Boylston Street (Sunrise Development) from BU2 to BU4. See Special Permit documents and Planning Memo.
  • Request for a Special Permit/Site Plan Approval to allow Elder Housing with services, to allow a development in excess of 20,000 sq. ft., to allow a 5-story building, to allow a retaining wall greater than 4 ft. in height within a setback, to allow free-standing signs, to allow parking within the front setback, and to waive lighting requirements at 11 Florence Street and 318 Boylston Street (Sunrise Development).   • Request for a Special Permit/Site Plan Approval to rezone 3 parcels: 1314 Washington Street, 31 and 33 Davis Streets (former Santander Bank) from BU1 to MU4. See Special Permit documents and Plannning Memo.
  • Request for a Special Permit/Site Plan Approval to allow a building in excess of 20,000 sq. ft., to allow a mixed-use residential building with 5 stories and 60 ft in height, to allow reduced lot area per unit, to exceed the maximum front setback, to allow a FAR of 2.45 in a 5-story building, to waive the setback requirement for the portions of the b uilding exceeding 40 ft. in height, to waive entrance and facade transparency requirements, to allow a restaurant with more than 50 seats with extended hours of operation, to allow ground floor residential use, to waive the requirement of using the A+B+C parking formula, to waive 115 parking stalls, to allow assigned parking, to allow reduced parking stall wideth and depth, to allow reduced accessible stall depth, to waive end stall maneuvering space requirements, to allow reduced aisle width at 1314 Washington Street and 31 and 33 Davis Street (Santander Bank). Traffic Council: The Traffic Council will meet in person (Room 211) and virtually (go here for Zoom link) on Thursday, July 21st at 7:00 p.m.

The agenda includes the following:

  • Request to discuss, review, and potentially change all the parking regulations along the entire length of Adams Street in Nonantum, on both sides, to better address current land uses and parking needs along the corridor. NOTE: This item was held on December 16, 2021 for additional data collection and analysis and was again held for Trial on February 17, 2022. The Council held for a trial of Option 3. Details of Option 3 can be found in the agenda (pp. 1 and 2).
  • Request for permanent changes and/or a trial of changes to the Tiger Permit Parking Program (Sec. TPR204. Newton North High School Tiger Parking Permits) including the total number of permits issued and possibly enabling additional permits to be distributed by the Newton North High School Administration

Request to make a temporary 15-minute take-out only parking space to be made permanent into a 15-minute take-out only parking space in front of Paddy’s Publick House, 95 Elm Street.

Request for an on-street accessible parking space at 827 Beacon Street to access several commercial businesses.

Request for a review of the Traffic and Parking Regulations (TPR) to determine if the following parking restrictions remains necessary, and if so, to provide resident parking passes and or decals for those living on the street, and passes for visitors. Oxford Road (2) Two-hour limit, 8:00 a.m. – 6:00 p.m. , ease side from Paul Street southerly 800 feet to opposite Browning Road.

Request to discuss and potentially change the parking regulations on Oak Street near the Post Office and Indiana Terrace in Upper Falls.

Request to review and approve changes at the Oak Hill and Brown Middle School traffic circle as part of Safe Routes to School project efforts and correct TPR language reflcting ‘STOP’ controlled approaches to the traffic circle.

Request to change the bus zone and parking regulations on Pine Street near the Burr School. (This item fixes an error in the TPR and makes no changes in the field).

Request to add a stop sign at Hartford Street, northbound, at Lincoln Street.
