Supplemental Capital Improvement Plan

In addition to the FY2023 Budget, the Mayor presented the Supplemental Capital Improvement Plan (Supplemental CIP) amending the FY2023-2027 Capital Improvement Plan (CIP) submitted to the Council last October. Major changes to the CIP were outlined in the submittal memo include the following:

New Projects:

  • Feasibility study for an indoor pool
  • Boiler replacements at Newton South and Franklin Elementary
  • Newton North High School Tennis Court resurfacing
  • Newton Centre Playground safety surfacing

$500K ARPA allocation for master design for Police Headquarters

Project Cost increases:

  • Water Meter Replacement Project (voted on Tuesday night): $14,687,000 to $16,550,000
  • Newton Free Library Parking Lot: $925,000 to $2,227,903
  • Marty Sender Path (Phase 2): ‐ $150,000 to $422,000

Change in Project Prioritization Rankings:

  • Horace Mann Elementary School Addition and Improvements: project ranking rose from #86 to #68
