Mayor Presents FY2023 Budget to City Council

The Mayor presented the FY2023 Budget – $480 million Operating Budget, $61 million in Water, Sewer, and Stormwater Enterprise funding, and $5.6 million in Community Preservation funds. Delivering her presentation remotely, the Mayor stated that this year’s budget represents at 3.5% increase to the school budget ($262M) and a 3% increase to the municipal operating budget and $52 million going towards our OPEB and pension liabilities.

The Mayor highlighted several budget initiatives – bringing yard waste collection in-house as well shifting waste and recylcing pickup from parks and village centers. Two new planning positions will be added – a Housing Program Manager and a Deputy Chief Planner for Current Projects position in the Planning Department. In addition, “specialized inspectors” will be charged back to the Northland and Riverside Projects to supplement the Inspectional Services Department.

The Mayor went on to detail the list of ARPA allocations that have been made to date. In addition to the already $2M in ARPA funds dedicated to rent, utility relief and affordable housing, she announced that she will make “$250,000 available for low-barrier emergency expenses such as rent and utility assistance to address immediate hardships and $1.75 million for long-term economic mobility and self-sufficiency initiatives that address systemic barriers”. 

The Supplemental Capital Improvement Plan which amends the FY2023-2027 Capital Improvement Plan (submitted last October) was also presented.
